			<content:encoded><![CDATA[<p>Katz, Marshall &amp; Banks partner Lisa J. Banks served as moderator of a panel discussion during the 2012 Government Liaison Program, hosted by the American Bar Association’s Section of Labor and Employment Law. The Program took place from January 22-24 at the St. Regis Hotel in Washington, DC.</p>
<p>On Monday, January 23, Banks co-moderated a panel focused around the Uniformed Services Employment and Reemployment Rights Act (“USERRA”), entitled “Veterans Rights and Expanded Protections – USERRA, expanded affirmative action obligations, enforcement.” Ms. Banks has successfully represented employees in discrimination and whistleblower protection cases at both the trial court and appellate levels for over fifteen years. In addition to Ms. Banks, the panel featured Sharon Alexander and Chris Kuczynski of the U.S. Equal Employment Opportunity Commission, Keir Bickerstaff and Nora Carroll from the U.S. Department of Labor, and Delora Kennebrew, Employment Section Chief of the U.S. Department of Justice. The panel was co-moderated by Karen Buesing, an attorney from Akerman Senterfitt who primarily represents employers.</p>

			<content:encoded><![CDATA[<p>Julie Zibulsky joined Katz, Marshall &amp; Banks, LLP in September, 2011.</p>
<p>Ms. Zibulsky  received her J.D. from The University of North Carolina School of Law, with highest honors, in 2010. Following law school, she clerked for the Honorable Judge R. Lanier Anderson, III, of the U.S. Court of Appeals for the Eleventh Circuit. While in law school, she served as an Articles Editor of the North Carolina Law Review and as an officer of the Pro Bono Board. As a student attorney in the Juvenile Justice Clinic, Ms. Zibulsky represented juveniles in delinquency cases in Durham County. She received her Bachelor of Arts in both Psychology and Law, Policy, and Social Change, magna cum laude, from University of Rochester in 2005.</p>
<p>During the summer of 2009, Ms. Zibulsky served as a law clerk at the Equal Employment Opportunity Commission, Office of General Counsel, and the Public Defender Service for the District of Columbia, Special Litigation Division. At the EEOC, she evaluated potential appeals to the Federal Circuit Courts of Appeals and conducted interviews with charging parties.  At the Public Defender, she researched systemic criminal justice issues that detrimentally affect defendants, and assisted in preparing  a brief of amicus curiae submitted to the U.S. District Court for the District of Columbia regarding Brady violations. During the summer of 2008, she served as a law clerk at Public Citizen Litigation Group, working on cases related to consumer protection and access to courts.</p>
<p>Prior to law school, Ms. Zibulsky taught third grade general education for two years in Charlotte, North Carolina as a Teach For America corps member.</p>
<p>Ms. Zibulsky is admitted to practice in New York.</p>
